To ask the Scottish Government what its position is on whether there is any conflict of interest in NHS Greater Glasgow and Clyde undertaking the external review of NHS Grampian procurement practices, in light of concerns on this issue reportedly being raised by the company, Medical Devices UK, which has also provided services to NHS Greater Glasgow and Clyde.

To ask the Scottish Government, in light of its position on treating myalgic encephalomyelitis (ME) as a neurological disorder, what it is doing to address the absence of NHS neurology services in Scotland for people with ME.
Answer
The diagnosis and care of people with Myalgic Encephalomyelitis (ME)/Chronic Fatigue Syndrome (CFS) is largely managed and coordinated by primary care, as people with ME/CFS experience a wide spectrum of symptoms and commonly require input from clinicians from a variety of specialisms. This can include referral to consultant-led care within neurological services where appropriate.
People living with ME/CFS who need assessment or provision of care by a consultant or other professional can access this after an appropriate GP referral. Individuals can be referred to any further services as required for investigation, management and support, including within neurological services.

To ask the Scottish Government whether it considers myalgic encephalomyelitis (ME) a neurological disease, and that it should be treated as such.
Answer
Myalgic Encephalomyelitis (ME) is a neurological condition as classified by the World Health Organisation’s International Classification of Diseases, 10th Revision (ICD-10). The ICD code for ME/CFS is G93.32, categorising it within disorders of the nervous system. As such this condition is covered by the Scottish Government’s Neurological care and support - framework for action 2020-2025 .

To ask the Scottish Government what due diligence was done into the financial health of Recycling Technologies prior to a reported award of £1.7 million in public funds from Zero Waste Scotland in 2018.
Answer
I am aware that Recycling Technologies Ltd. and Group Plc, which are involved in the Scottish recycling project, Project Beacon, have recently gone into administration.
Zero Waste Scotland awarded Recycling Technologies £1 million on 24 August 2017 as part of the Circular Economy Investment Fund. There is a two-stage application process for this Fund. Each stage includes financial due diligence including a credit check at stage 1 and commercial review at stage 2.
Given the ongoing administration process, it would be inappropriate to comment further on this matter at this stage.
