That the Parliament notes with deep concern the dire warning issued by the Everyone Home Collective (EHC) during Scotland’s Annual Homelessness Conference, held in Perth on 29-30 October 2024, that “people’s lives will be put at serious risk this winter” due to the rise in rough sleeping in Scotland; understands that homelessness, houselessness, and rough sleeping are systemic issues intrinsically linked to a spiral of poverty and a lack of support for at risk individuals, including asylum seekers and victims or survivors of domestic violence; believes that the reported lack of emergency accommodation, including for those transitioning from the asylum system, represents a critical threat to fundamental human rights, including rights to healthcare, housing, food and private and family life as well as to life itself; further believes that local authorities have insufficient resources to meet their legal requirements to provide accommodation to those at risk of homelessness; applauds the action of EHC in writing to both the UK and Scottish governments to urge greater support for local authorities in the provision of such accommodation; supports the call from EHC for the Scottish Human Rights Commission to investigate potential governmental breaches of the duty to protect the right to life under the Human Rights Act 1998; recognises and commends the work of experts and third sector organisations, including EHC, the Scottish Refugee Council, Aberdeen Cyrenians, Fair Way Scotland and Hillcrest Futures in addressing issues of homelessness and human rights, and commits to continued action in order to ensure that the human rights of everyone in Scotland are protected, respected and fulfilled.
