Dakota Access Pipeline

That the Parliament expresses its solidarity with the Standing Rock Sioux nation and others who are protesting the construction of the Dakota Access Pipeline (DAPL) by Energy Transfer Partners; considers the police and security response to the protest to be unjustifiably militarised in nature; condemns the reported police violence against the peaceful protestors; considers that completion of the DAPL would desecrate land sacred to the Sioux people, present an unacceptable risk to public and environmental health and significantly contribute to climate change; understands that concerns have been raised about this in the Highlands and Islands, across Scotland and internationally; believes that RBS provided financial support to Energy Transfer Partners and the holding company, Energy Transfer Equity, but has since exited this arrangement; notes the view that, regardless, RBS should redirect all funds away from fossil fuel extraction and into socially useful investments, and further notes the calls for the US Government, and the state governments of Dakota, South Dakota, Iowa and Illinois, to cancel all permissions for the construction of the Dakota Access Pipeline.
