Scottish Water Industrial Action

  • Submitted by: Katy Clark, West Scotland, Scottish Labour.
  • Date lodged: Monday, 13 November 2023
  • Motion reference: S6M-11138

That the Parliament notes that frontline Scottish Water workers represented by the Unite, UNISON and GMB trade unions will be undertaking industrial action over the course of three months; understands that the dispute has arisen due to Scottish Water’s proposals to impose a new pay and grading structure on its workforce; acknowledges the three unions’ reported concerns that Scottish Water has failed to act in accordance with the Scottish Government’s Fair Work principles; expresses concern at reports from the unions that Scottish Water has failed to engage with them over its proposed pay and grading structure reform and to negotiate a proper pay rise for staff in line with the Scottish Government Pay Strategy; recognises the other reported concerns held by the unions in relation to the growing use of private operators and contractors, which, it understands, they believe is the privatisation of Scottish Water by stealth; believes that Scottish Water must remain a publicly-owned entity with its operations carried out in-house and a management that respects collective agreements with recognised trade unions, and notes the calls for the Scottish Government to intervene to resolve the current dispute by ensuring that Scottish Water workers receive a fair pay rise and are fully involved in all discussions regarding a potential new pay and grading structure.
