There is no data held on reasons for missed or non attendance for COVID-19 vaccine appointments.

In the statistical report for 16th of June 2021, Public health Scotland published a one-off analysis of "did not attend" (DNA ) appointments for the time period between 1 February 2021 and 6 June 2021. In this they found that 18.2% of first dose appointments and 3.9% of second dose appointments had resulted in either a missed appointment or a cancellation. Our Detect Cancer Early (DCE) Programme is aimed at increasing early diagnosis rates of Scotland’s most common cancers while reducing health inequalities. Following an options appraisal exercise, melanoma was selected as the next tumour type for inclusion in the DCE Programme in 2016.

DCE’s website (getcheckedearly.org) and digital channels help to increase awareness of symptoms of a number of tumour groups, including melanoma, on an ongoing basis. The Programme also works closely with third sector to share patient experience stories, to prompt others to take action.

DCE launched a new overarching campaign – Survivors - in September 2018 to reduce fear of cancer and empower people to act early, if they noticed any possible signs of cancer. The NHS Recovery Plan, published 25 August 2021, commits a further £20 million investment to the DCE Programme which will include additional public awareness campaigns.

Hedgerows can support ecological connectivity by joining up nature rich areas across Scotland, contributing to wider nature networks and helping to address habitat fragmentation, which is one of the most significant drivers of biodiversity loss.

The Scottish Government recognises the value of hedges and their creation and supports the this through the Agri-Environment Climate Scheme which has committed £11.6 million since 2015.

In general terms, in the event that any Land and Buildings Transaction Tax, including the Additional Dwelling Supplement, is due in relation to a transaction it could not be reclaimed.

Revenue Scotland, in its role as Scotland’s fully devolved tax collection and management authority, regularly publishes data on its website regarding the number of transactions subject to Land and Buildings Transaction Tax (LBTT), including the Additional Dwelling Supplement. The LBTT tax return does not however allow for capture of the information requested.

The decision about which treatment to prescribe is a clinical decision made by the prescriber in discussion with the patient, taking into account the individual’s condition and medical history.

Guidance is available to assist prescribers and Scottish Government is in the process of reviewing its “Quality Prescribing for Chronic Pain – A Guide for Improvement” which will include information on addressing the issue of over-treatment with a focus on self-management and non-pharmaceutical treatment of long-term conditions, highlighting the issue of high strength opioid medicines misuse and encouraging clinicians to discuss concerns openly with patients.

Over the period covered by the University of Aberdeen study, steroid injections (a commonly used therapeutic option for Osteoarthritis awaiting surgery) were reduced on advice from Royal College of Rheumatology due to the risk of activation of latent Covid 19 and risk of immunosuppression and susceptibility to the virus, this could have led to an increase in opioid pain medication prescriptions to compensate. Analysis from Public Health Scotland (PHS) shows a marked reduction in the number of corticosteroid injections between March 2020 and April 2021 before returning to previous levels. Analysis from PHS, however, does not indicate an overall increase in opioid pain medication prescriptions over the same period.

Section 34 of the Environmental Protection Act 1990, as amended by the Waste (Scotland) Regulations 2012, requires any person who manages controlled waste to apply the Waste Hierarchy set out in Article 4(1) of Directive 2009/98/EC (the “Waste Framework Directive”) and to take reasonable steps to increase the quantity and quality of recyclable materials, with the desired outcome being closed-loop recycling.

The scheme administrator for Scotland’s Deposit Return Scheme will therefore have to ensure glass is sorted and processed in a way that maintains the recyclate in a high-value state.

The commitment to investing at least £500m over the life of this Parliament to create a Whole Family Wellbeing Fund is significant. This will enable transformational change which will enable the building of universal, holistic support services available in communities across Scotland giving families access to help when and where they need it, and help Scotland #keepthepromise.

We will work closely with The Promise Scotland and partners across local government, social justice, health, the third sector, and with children and families to design and deliver the Fund. Further details will be provided in due course.

Original Covid-19: Guidance on Self-directed Support Options 1 and 2 was published July 2020.

Work is currently underway to refresh the guidance, which supports Local Authority and Health and Social Care Partnership staff who assess, approve and administer social work and social care and support (including carer support), and approve Self-directed Support (SDS) budgets.

The SDS Covid-19 Guidance will remain in place for the duration of the pandemic, to be reviewed by Scottish Ministers at the appropriate time.

It is vitally important that we learn from the experiences we have had during the pandemic. We are continuing to work in close partnership with Social Work Scotland and COSLA. We are also engaging with stakeholders via Self Directed Support Practice Network and SDS Collective, to ensure that the voices of those with lived experience are at the forefront of any future planning and policy making decisions.

The Scottish Government is taking a range of action to improve digital inclusion across Scotland, including in the Glasgow region.

We know that cost is one of the greatest barriers to getting online, closely followed by a lack of skills. Since May 2020 the Scottish Government has invested £48 million through the Connecting Scotland programme to provide a device, connectivity, and training and support to those on low incomes, allowing them to realise the full benefits of being online. Connecting Scotland is delivered in collaboration with key partners, including local authorities, COSLA, SCVO and third sector organisations, and telecoms companies. The recently published report Connecting Scotland - A Year in View demonstrates the scale of the investment and the impact of the programme so far. To date, Connecting Scotland has distributed almost 7,000 devices to organisations based in Glasgow. As set out in the Programme for Government, by the end of this Parliament, we will ensure Connecting Scotland has supported up to 300,000 households to get online, backed by £200 million of investment.

We are also making substantial investments in Scotland’s digital infrastructure, despite responsibility for broadband being reserved to the UK Government.

Our Reaching 100% (R100) programme – consisting of the £600 million R100 contracts, our Scottish Broadband Voucher Scheme and commercial coverage – will help to deliver universal superfast access across Scotland.

The Scottish Government engages with the UK Government through the British Irish Council digital inclusion workstream, and officials regularly engage with telecoms companies on digital inclusion issues.
