The most recent bulletin on Criminal Proceedings in Scotland covers cases that concluded in court up to the end of March 2022. There are no convictions under Section 56 of the Housing (Scotland) Act 2014 up to this point.

The Central Scotland Regional Equality Council (CSREC) is based in Falkirk and is focussed on promoting equality and diversity and fostering good relations amongst ethnic minorities and other communities in Central Scotland. The CSREC was awarded funding in 2020 under the Climate Challenge Fund (CCF) for their ‘One Planet Communities’ project (CCF-6544).

The objectives were as follows:

• Providing Carbon Conversations to 150 people in their community to increase their awareness and understanding of Climate Change and enable them to make informed choices in their buying habits and change to more sustainable consumer behaviour.
• 800 members of the community will develop more sustainable consumer behaviour and save 67.33 tCO2e by participating in 20 monthly pop-up swap shops over the duration of the Project.
• 420 people will save 5.65 tCO2e by diverting clothing and textiles from landfill by learning how to sew and upcycle them into new items.
• 80 people will upcycle 1680 kg of furniture into new pieces and save 3.4 tCO2e.
• 600 people will use the One Planet Communities online hub to learn about sustainable consumption, the effects of textiles and waste on the environment, upcycling skills and where to go for more information and workshops locally in the Forth Valley.
• 1440 people will divert 4.32 tonnes of waste from landfill, and save 15.81 tCO2e via a Community Fridge.

The range of sexual offences that fall under the proposed jurisdiction of the Sexual Offences Court is set out at Schedule 3 of the Victims, Witnesses, and Justice Reform (Scotland) Bill. Schedule 3 includes the offence of rape of a child under common law and under the Sexual Offences (Scotland) Act 2009.

The Scottish Government has invested over £34 million since 2018 and this has supported the recruitment and retention of an additional 216.16 whole time equivalent school nurses.

This investment has meant that all Health Boards in Scotland have been able to recruit additional school nurses. Workforce numbers are published quarterly by NHS Education Scotland (NES) in the National NHS Workforce Statistics.

We continue to work with Health Boards to monitor school nursing recruitment and retention and the implementation of the transformed role.

The Scottish Government remains committed to ensuring funding is distributed equitably across the country as set out in the 2021-22 Programme for Government. The existing National Resource Allocation Formula (NRAC) is updated on an ongoing basis for a range of factors including population demographics, relative health needs and remote and rural factors. We will continue to assess the need for a more detailed review of the formula, in line with developments in National Care Service funding and Integration reform.

The formula is inherently complex and the review will take time. However, work to determine how the review should be taken forward is underway, with initial meetings of the Technical Advisory Group on Resource Allocation (TAGRA) having taken place, considering the next steps to determine scope and timing of the review.

Further work is required prior to confirmation of a timeline for the publication of the updated formula.

As this is an operational matter for Scottish Water, and the Scottish Government does not hold this information, I have asked them to respond. Their reply is as follows:

Circa 684 Hectares (Ha) (as identified to date) of Scottish Water land is planned for peatland restoration and the work has been phased over three years – 23-24, 24-25 and 25-26. Locations identified are Lintrathen and Backwater (100Ha – Angus Council), Afton (190Ha – East Ayrshire Council) and Loch Katrine (394Ha – Stirling Council).

The annual budget will be based upon the current industry average price of restoration, some £1600 per hectare and therefore the annual budget is estimated to be £384,000 in 23-24, £464,000 in 24-25 and £262,400 in 25-26. Scottish Water will apply to the Scottish Government for grants to undertake peatland restoration. Each area has been subject to a feasibility study, ecological survey and archaeological survey in line with Peatland ACTION processes and as required for the planning application and other elements of undertaking a peatland restoration project. Scottish Water works with tenants, graziers and other interests to ensure it will deliver multiple benefits from this programme.

Scottish Water has also screened the vast majority of its landholdings for tree planting potential. This has considered water quality and water resources, land that might be needed for asset expansion, suitability of the land for tree planting and to ensure that tenant farmers activities are not adversely impacted. Potential projects are also subject to environmental and ecological assessments.

Loch Katrine represents the biggest single project across Scottish Water’s estate. Forestry and Land Scotland have submitted a Land Management Plan to Scottish Forestry for approval for the restoration of a natural woodland/open ground mosaic landscape. This will cover a 10-year period and see some 4,600 hectares of woodland creation, predominantly through natural regeneration, in addition to the 394Ha peatland restoration. The project is estimated at £4.8m over 10 years to the early 2030s and SW estimates it may to deliver up to 1 million tonnes of carbon benefit across this century through reduced losses from poor peatland and improved capture in vegetation and trees. It will also deliver improved water quality, catchment resilience to climate change and biodiversity gain.

Scottish Water’s other woodland creation is much smaller scale, predominantly associated with reservoirs and catchments. The gross cost of projects delivered to date is £650,000, which includes £123,000 funding from accessing woodland creation grants. The estimated cost of current projects is £1.3m with £480,000 woodland grant contribution expected.

Collectively across all of Scottish Water’s woodland creation projects it estimates the 60-year benefit to be circa 160,000 tonnes of carbon with additional climate resilience, water quality and biodiversity benefits.

We want to ensure all non-surgical cosmetic procedures in Scotland are delivered from hygienic premises by appropriately trained practitioners, applying recognised standards and using regulated products.

The regulation of medicines and medicinal products is reserved to the UK Government and is the responsibility of the UK wide Medicines and Healthcare products Regulatory Agency (MHRA). Any changes to regulations including the sale and use of unregulated products would require a UK wide approach and would not be devolved to the Scottish Government.

Acknowledging the importance of Demand Responsive Transport (DRT) as a transport solution, the Strategic Transport Planning Review (STPR2) recommends investment in DRT and Mobility as a Service (MaaS) as a means to provide improved public transport connectivity, which in turn forms part of the suite of policy interventions the Scottish Government is delivering in order to achieve its target of a 20% reduction in car kilometres travelled by 2030.

Digital technologies can improve access to real time journey information, including journey planning, scheduling, retailing and fulfilment methods across multiple modes of transport, including Digital Demand Responsive Transport (DDRT) in rural areas. By providing more reliable, personalised and dynamic information about public and shared transport services, MaaS and DDRT can reduce car dependency and use in the areas surrounding Scotland’s towns and cities.

It is for Integration Joint Boards to govern, plan and resource adult palliative care in their areas, including independent hospice care, using the integrated budget under their control.

The Scottish Government is not taking action to increase capacity in hospices. We are gathering data on current and projected needs for palliative care over the next two decades, to inform the development of the new national strategy for palliative care in Scotland. The strategy will address a range of models to meet those needs and provide palliative care and care around death in a range of settings, including specialist inpatient and outpatient units, hospices, hospitals, community hospitals, care homes and peoples’ own homes.

In September 2023, the Scottish Government launched the Community Bus Fund which supports local transport authorities to explore the options in the Transport (Scotland) Act 2019 ("the 2019 Act") and improve public transport in their areas.

In 2023-2024 the Community Bus Fund made available £750,000 of resource funding for pathfinder projects, being developed by local authorities and regional transport partnerships. This funding was intended to support initial feasibility and preparatory work required for the 2019 Act, including franchising, partnerships and local authority run services. A further £5 million of capital funding in 2023-24 was allocated through the General Capital Grant to local authorities to improve bus services.

While the Scottish Government encourages local transport authorities to consider the full range of tools available to them under the 2019 Act, it is for them to determine what is best to address any transport challenges according to their local needs.
