Local authorities have statutory responsibility for improving houses in their area and broad discretionary powers to provide advice and support to owners. It is for a local authority to determine whether this is best provided through a local care and repair service or directly by the local authority.

In connection with the new standard for fire and smoke alarms, Care and Repair Scotland have undertaken to liaise with local services that are adjacent to areas that do not have a service, and, if it is possible, to provide support across the boundaries, but this will depend on the practicalities of delivering support and the agreement of the local authority concerned.

In the case of South Ayrshire support for the purpose of assistance with fire alarms is being provided by the service at Shire Housing Association, which provides the Care and Repair service for East Ayrshire. It is not possible to estimate how many people in South Ayrshire would find it difficult to meet the cost of purchasing or fitting fire alarms, because information about the number of homes that do not have alarms that meet the new standard is not currently collected as part of the Scottish House Condition Survey.

Home owners are responsible for the costs of on-going work needed to protect and preserve their own property, which includes the costs for the fire alarms to meet the new standard. However, we have provided £0.5 million additional funding for Care and Repair Scotland to provide help installing alarms for older and disabled homeowners on low incomes. We have also provided £1 million to the Scottish Fire and Rescue Service to provide alarms for owners who are considered most vulnerable to the risk of fire.

There has been an increase in the overall numbers of students studying pharmacy with more Scottish domiciled students undertaking the course. In 2020/21 there was an increase of 51 undergraduate students accepted in to first year and again an increase of 53 undergraduate pharmacy students in 2021/22.

The two Schools of Pharmacy in Scotland are encouraging applicants from parts of Scotland where there are gaps in the pharmacy workforce and working with schools to promote pharmacy as a career.

The Scottish Government continues to work with NHS National Education for Scotland and the Royal Pharmaceutical Society in developing a joint programme to encourage more students, and not just school leavers, to consider careers in pharmacy .

Glasgow Prestwick Airport’s Schedule of Charges is set out clearly on its website. Parking charges are only one aspect of charges applied to visiting aircraft. Glasgow Prestwick Airport is operated on a commercial basis and at arm’s length from the Scottish Government, in compliance with our obligations under the Trade and Co-operation Agreement between the UK and the EU.

This is a commercial matter for the airport and Ministers do not intervene in commercial decisions at the airport. It is for the airport’s management team to consider all potential business opportunities to maximise the use of the assets of the airport.

The Scottish Government has not given a contract to Oviva to deliver any NHS services.

The Scottish Government has no current plans to introduce any new targets for waiting times for community mental health support over and above those already in place for child and adolescent mental health services (CAMHS) and psychological therapy.

In February we announced an additional £120 million for a Recovery & Renewal Fund to ensure the delivery of the commitments set out in the Mental Health Transition & Recovery Plan. The Fund will support the development of an integrated culture of mental wellbeing and prevention within local communities and across Scotland, and promote the capacity and role of third sector organisations to deliver this.

We are committed to improving access to community mental health and wellbeing support. This year we have provided local authorities with an additional £15 Million to fund over 200 new and enhanced supports and services for children and young people.

These services are guided by a Framework, developed by the Scottish Government and COSLA chaired Children and Young People’s Mental Health and Wellbeing Programme Board, and now overseen by the Joint Delivery Board.

A key part of the Framework is to ensure access to services is as easy as possible so children, young people and their families get the right support at the right time without delay.

Community supports and services should work closely with CAMHS and relevant health and social care partners, children’s services and educational establishments to ensure that there are clear and streamlined pathways to support. Services should also be accessible via self-referral, and the hours of operation not solely 9-5 or weekdays.

The Children and Young People’s Mental Health and Wellbeing Joint Delivery Board are currently evaluating the impact of these community mental health services.

In October 2020 the Scottish Government published the Mental Health Transition & Recovery Plan. The plan outlined our priorities for mental health, highlighting the importance of community based mental health and wellbeing support.

In addition the recently published Scottish Government and Scottish Green Party shared policy programme commits to doubling the budget for community based mental wellbeing services for children and young people to £30 million per annum. Ministers are currently considering options to take this forward and will be informed by the work of the Children and Young People’s Mental Health and Wellbeing Joint Delivery Board.

The NHS recovery plan published in August also highlighted the importance of community mental health support. The Plan commits to building on the success of our community link worker programme, to ensure the by 2026, every GP Practice will have access to a mental health and wellbeing service, creating 1,000 additional dedicated staff who can help grow community mental health resilience and direct social prescribing.

The Scottish Government places a high level of importance on providing awareness-raising and suicide prevention training for staff working in frontline public services, to help them identify and support people at risk of mental ill health or suicide. Action 2 of our Suicide Prevention Action Plan (Every Life Matters) sets out our plan to deliver this.

Working with our National Suicide Prevention Leadership Group to deliver the Suicide Prevention Action Plan , the Scottish Government funds Public Health Scotland (PHS) and NHS Education for Scotland (NES) to jointly develop and promote freely-available online learning resources on suicide prevention, mental health, and self-harm for the Scottish workforce, including frontline public service workers. These evidence-based learning resources build organisational capability to effectively respond to mental health issues of people using their services, including suicide risk. The resources can be adapted to meet individual organisation’s needs and many public sector organisations, including Police Scotland and the Scottish Prison Service, are integrating these resources into their existing staff training programmes.

Additionally, the Scottish Government provides funding to PHS to manage the licences and processes to enable delivery of the face-to-face suicide prevention training programmes safeTALK, and ASIST. This training is available to front line public services, and delivered by accredited third-party trainers Face-to-face training of these courses was paused due to the COVID-19 pandemic in line with the licence conditions. However it will recommence in November 2021, with priority access for frontline public service workers.

These programmes and resources complement our wider work under the National Trauma Training Programme, which supports the Scottish Government’s ambition for a trauma-informed and trauma-responsive workforce across Scotland. The National Trauma Training Programme, led by NHS Education for Scotland, provides a suite of freely available, evidence based, trauma training resources and implementation support to help ensure that our services and care are delivered in ways that prevent further harm or re-traumatisation for children, young people or adults affected by psychological trauma.

The Scottish Government does not routinely monitor how many people in frontline public services access suicide prevention training. In relation to Health Boards, the Scottish Government wrote to all Boards in May 2019 to ask that the requirement for NHS staff to undertake mental health and suicide prevention training (as set out in our Suicide Prevention Action Plan) be included as an essential element of Boards’ Workforce Development Plans with immediate effect. We will continue to engage with Health Boards, and the wider public sector, to design, support and evaluate approaches to the delivery of mental health and suicide prevention training.
