The recruitment and deployment of police officers is a matter for the Chief Constable, who confirmed to the SPA Board on 27 March 2025 that the “Scottish Government funding allows us to continue officer recruitment for a full time officer establishment of around 16,500, while modernising the workforce to release experienced officers from roles which don’t need warranted powers so that we can prioritise, maximise, and support the frontline to deliver for our communities.”

The Scottish Government has increased police funding year-on-year since 2016-17, investing more than £14.6 billion since the creation of Police Scotland in 2013, with £1.64 billion being invested in policing this year. Scottish Government funding in 2024-25 enabled Police Scotland to undertake the highest level of recruitment since its inception and Scotland continues to have more police officers per capita than England and Wales.

This is an operational matter for Scottish Enterprise. I have asked their Chief Executive, Adrian Gillespie, to contact you directly with a response.

As Public Inquiries are independent of Ministers, it is for the Chair to direct how an Inquiry carries out its duties whilst being mindful of their responsibilities under section 17(3) of the Inquiries Act 2005 to avoid unnecessary costs.

The operation of Police Scotland, including decisions on the allocation of resources and the deployment of officers and staff, is for the Chief Constable, under the oversight of the Scottish Police Authority. This includes the allocation of budget and staff to support the work of Public Inquiries.

An update to the Rail Services Decarbonisation Action Plan is currently underway and is planned to be published later this year.

Special Advisers are appointed by the First Minister to provide important assistance to Scottish Ministers on the development of policy and its presentation. Their appointment is designed to reinforce the political impartiality of the permanent Civil Service by providing Ministers with a separate channel for political advice and assistance.

In 2024-25, the number and total cost of Special Advisers reduced in comparison to the previous year.

The Aarhus Convention Compliance Committee (ACCC) has indicated that communication ACCC/C/2025/216, which alleges a failure on the part of the Scottish Civil Justice Council to publicly consult on amendments to the rules governing Protective Expenses Orders contained in the Act of Sederunt (Rules of the Court of Session 1994 Amendment) (Protective Expenses Orders) 2024, has been found to be admissible on a preliminary basis. Further procedure is to be followed before a decision is taken on admissibility by the ACCC and it would be inappropriate to comment further at this stage.

The Scottish Civil Justice Council was established under the Scottish Civil Justice Council and Criminal Legal Assistance Act 2013. It is an independent statutory body with responsibility for preparing draft rules of procedure for the civil courts, and advises the Lord President on the development of the civil justice system in Scotland.

The Scottish Government has every confidence in the work of the Scottish Civil Justice Council.

The Public Service Reform Strategy sets out a clear direction for modernising how we work, with workforce transformation at its core. It supports a shift in operating models, with a focus on efficiency, collaboration, and protecting frontline delivery, and will significantly increase our focus on delivering the most efficient and effective public services system, this includes the Scottish Government. We will be reviewing the service delivery landscape to make sure it is the right composition to deliver the services the people of Scotland need, this will include both public bodies and Scottish Government directorates. There are also plans in place to drive workforce reductions to meet the £1 billion target. Updates on the progress of this work will be provided to Parliament as part of regular updates on the wider PSR Strategy.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

The Scottish Government’s Victim Notification Scheme (VNS) in Scotland is an opt-in scheme, which affords victims the right to decide whether they choose to receive information, including but not limited to, the offender’s release date.

The SPS’ VNS Team hold the contact details for registered victims who have joined the VNS. Registered victims, where the offender was released early as part of Early Release, were notified by SPS’ VNS Team of the change to the offender’s release date, ahead of release.

In addition, temporary expediated processes were also introduced to enable victims who had not registered on the VNS but confirmed eligible to join, to find out themselves or through a named VSO, the release date of an offender.

Further to the answer to question S6W-36591 on 22 April 2025, provided by the former Minister for Housing Paul McLennan MSP, on plans to implement a presumption against children moving schools when they are placed in temporary accommodation, I can advise that the Scottish Government plans to cover this issue when it next updates the Code of Guidance on Homelessness. This guidance, used to guide local authorities in their duties to assist people who are threatened with or who are experiencing homelessness, was last updated in November 2019.

The Scottish Government is committed to a substantial review of the Code of Guidance once the Housing (Scotland) Bill is passed by the Scottish Parliament. The updated Code of Guidance will cover all legislation, policies and practices to prevent and resolve homelessness.
