Timely access to gynaecology services will remain a priority as we continue to develop our Women’s Health Plan

The Budget we set out on 4 December 2024 will throw the weight of the government behind performance improvements with almost £200 million to reduce waiting lists and help support reduction of delayed discharge. By March 2026, we expect no one to be waiting longer than 12 months for a new outpatient, inpatient treatment or day case treatment.

We have already invested £30 million to reduce waiting lists that built up throughout the pandemic. This funding is being targeted at a series of national and local plans to reduce backlogs by maximising the use of local and national resources across Scotland. As part of this, we have allocated additional funding to Gynaecology services which we expect to deliver around 3,500 new outpatient appointments.

NHS Scotland’s Centre for Sustainable Delivery (CfSD) is also playing a central role in identifying new ways to increase capacity, and to respond to demand through service innovation and redesign. CfSD programmes have developed strong clinically-led Specialty Delivery Groups (SDG), including one for Gynaecology, which promote multidisciplinary team working, and support local adoption of service improvement programmes.

Our actions will further enable NHS Scotland to maximise capacity, build greater resilience and deliver reductions in the number of patients who have waited too long for treatment.

Provisions in the Community Wealth Building (CWB) Bill will be informed by operation of the internationally recognised CWB economic development model.

Community Wealth Building provides a strategic framework that can be applied to local areas and regions to bind together action in areas such as Fair Work, Sustainable Procurement and supporting the creation and sustainability of democratic and inclusive business models.

The Scottish Government has now confirmed arrangements for an implementation process with regard to the independent report, “Developing Scotland's Economy: Increasing the Role of Inclusive and Democratic Business Models.”

A new group will be formed to examine how the recommendations in this report can be delivered. Consideration of supported businesses can be included in the work of the group.

Since April 2023, the Scottish Government has published the median time from offence date to verdict date by court type. The most recent data covering 2023-24 reported in the Journey times in the Scottish Criminal Justice System: 2023-24 bulletin, shows the median offence to verdict times figures in supplementary table 4. Smoking is the most significant cause of preventable cancer in Scotland (18%). By 2034, we aim to be living in a Tobacco-Free Scotland, reducing smoking rates to below 5%.

To help achieve this, the Scottish Government launched the “Quit Your Way” stop smoking service campaign, which ran for 5 weeks between February and March 2024. An assessment of the campaign found that visits to the Quit Your Way Scotland NHS Inform page increased by 100% and numbers of people visiting the local help to stop smoking page increased up to 2297% compared to the 5 weeks prior. Requests for support to stop smoking via NHS Inform, where we make clear the link between smoking and cancer, doubled compared to the same period in 2023.

Figures published by Public Health Scotland on 17 December 2024 show that over the past year more people have accessed the NHS smoking cessation service, 30,314, a 12.4% increase from 2022-23 (26,963).

We will publish the independent analysis report of the consultation responses in early 2025, as well as next steps for the regulation of HFSS food and drink promotions.

The Scottish Government’s role is to set the strategic policy for the NHS in Scotland and provide core funding to NHS boards. NHS boards have responsibility for deciding how to use this core funding to deliver services locally based on the needs of the people in their area.

The Scottish Government recognises that funding will be required to support Boards to make the transition to a reformed maternity and neonatal service. We are continuing to provide transitional funding to Boards, as we have done for NHS GGC and NHS Lothian since 2019, with additional support for NHS Grampian now being included. This funding is focused on supporting Boards through the transition process.

We have been working with the regional implementation leads on development of plans for implementation to include a business case (or equivalent operational financial plan) with costs, with the expectation that a phased transition to the new model will begin in the new year.

To date, we have provided over £30 million of funding to NHS Boards to support implementation of the Best Start recommendations, and we are currently looking at future funding for maternity services in the next financial year.

The priorities of the ILG will flex and take account of changing economic and policy circumstances, but will continue to develop actions in the Retail Strategy on:

(a) Fair Work -The Industry Leadership Group will take forward the action on Fair Work, working with members to produce a Fair Work document which will showcase good examples of Fair Work in the sector and contain useful resources for organisations, using the valuable insight gained from the Fair Work Working Group (FWWG).

(b) Just Transition - The ILG will work across industry to share expertise and promote best practice.

(c) Retail skills - An audit has been completed, and an action plan has been drafted, with priority areas identified. Discussions are currently taking place with Skills Development Scotland, Scottish Government Employability Division and other stakeholders, including Local Employability Partnerships, to implement and evaluate a pilot approach to developing a pipeline of trained, informed and motivated individuals to compete for available jobs in the retail sector.

Following the advice of the Joint Committee on Vaccination and Immunisation (JCVI), which provides advice on immunisation to all four UK nations, for winter 2024, COVID-19 vaccination is being offered to the following groups in Scotland:

Residents in care homes for older adults

All adults aged 65 years and over

Individuals aged 6 months and over who are in a clinical at risk group (as defined in tables 3 and 4 in the COVID-19 chapter of the Green Book), including pregnant women

Frontline Health & Social Care Workers

Staff in care homes for older adults

The key change in eligibility this winter, compared to winter 2023, is that unpaid carers and household contacts of the immunosuppressed are no longer eligible for COVID-19 vaccination this winter, as per the advice of the JCVI.

The JCVI noted that they no longer advise COVID-19 vaccination for frontline health and social care workers and staff in care homes for older adults, but advised that health and social care service providers may wish to consider vaccination as an occupational health programme.

The Scottish Government made the decision to continue the offer of COVID-19 vaccination to frontline health and social care workers, and staff in care homes for older adults for winter 2024. We will begin to assess the need for any future offer for these two groups in early 2025.
