To ask the Scottish Government what projections or estimates it has for the amount of money that will be collected through the implementation of Low Emission Zones and the subsequent penalties imposed.
Answer
The Scottish Government will not collect any monies as a result of Low Emission Zone enforcement. Any funds received by the relevant local authority will be ring fenced for LEZ enforcement system running costs, and/or air quality improvement works. The penalty charge structure of the LEZs has been designed to deter entry by non-compliant vehicles, in addition, a grace period has been included so that members of the public have time to familiarise themselves with LEZs and how they might impact their lives and travel habits. To help with this, we have launched a national website and a targeted marketing campaign. We anticipate that this will result in fewer fines being issued.

To ask the Scottish Government, further to the ministerial statement by the Minister for Transport on 8 September 2022 on the Future of Scottish Ferries, what definition of a “period of prolonged disruption” it will use to convene meetings of the proposed ferries resilience group.

To ask the Scottish Government whether it plans to implement a new priority
booking system, as part of the new ticketing system to be introduced by Caledonian MacBrayne in
autumn 2022, similar to models reportedly used in Scandinavia, to allow islanders
to book priority spaces on ferries at short notice, including for the delivery
of goods and services.
Answer
I have discussed this with stakeholders over the summer and CalMac has been asked to investigate options to consider how there can be greater access for 'Islands Essential Travel' for those who need to make bookings at shorter notice. We will need to carefully consider any system and look to mitigate any unintended consequences.

To ask the Scottish Government whether there are any plans to implement tactile paving in all train stations to help disabled passengers to travel safely using trains.
Answer
I can confirm that, Network Rail Scotland, has developed a plan for installing platform edge tactile paving at all Scottish stations by the end of the current Rail Regulatory Control Period 6 (end of March 2024). The work is being completed over two phases. Phase 1 installed tactile paving at 18 high priority stations by the end of March 2022, phase 2 will address the remaining 148 stations.

To ask the Scottish Government how much has been allocated to local authorities from the £74 million Community Bus Fund since 2021, and how much remains in the fund to be distributed by the end of the current parliamentary session.
Answer
The recent Resource Spending Review allocated £46 million to the Community Bus fund for the remainder of this parliament, with a further £30 million allocated in the Capital Spending Review. These financial envelopes are intended to guide financial planning and reform across the public sector, in anticipation of future Scottish budget setting processes. Work is ongoing with local authorities and COSLA to determine how best to allocate this funding.

To ask the Scottish Government how many Low Emission Zone fines have been issued in Glasgow for breaches by buses in each year since the scheme launched, broken down by bus operator.
Answer
As penalty charge notices can only be issued once Glasgow’s LEZ grace period expires (31 May 2023) no fines have been issued by Glasgow City Council as yet.

We are progressing work to develop a medium term resilient route through Glen Croe. We will bring forward proposals for this by late 2022.
