I have received a letter from the Presiding Officer about how decision time is managed. The accompanying report is brief and asks whether the committee is content to receive an issues paper to allow us to address the suggestions that have been made by Sir David Steel.
Would it be unprofessional to agree to an element of flexibility of 15 minutes either way?
Other issues might arise from a report, of which we will want to be aware.
Fair enough.
Do we agree to commission such an issues paper?
