I am writing to the inform the Committee of the publication, earlier today, of the report from the short life working group on Co-ordinated Support Plans. This is available on the Scottish Government’s website:

As the Committee may be aware, in May 2019, the Cabinet Secretary for Education and Skills committed to review the use of Co-ordinated Support Plans (CSPs). It was
agreed that this work would not begin until the wider review of implementation of additional support for learning had concluded. This was to allow the findings from that wider review to inform the review of CSPs. Following publication of the joint action plan in October 2020, a short life working group was established to consider this important issue.

The report from the short life working group summarises their findings and conclusions. It identifies the issues and barriers which are affecting implementation of the legislation related to CSPs and suggests ways to overcome them, making recommendations for change to the Additional Support for Learning Implementation Group (ASLIG) where appropriate.

ASLIG will reflect carefully on the recommendations made by the short life working group as part of their wider considerations of the Additional Support for Learning Action Plan. As previously indicated to Committee and in the Scottish Government and COSLA Progress Report, an updated action plan will be published in Spring 2022.
