The Committee reports to the Parliament as follows-
The Carer's Assistance (Young Carer Grants) (Scotland) Regulations 2019 [draft] was laid before the Parliament on 21 June 2019 and referred to the Social Security Committee.
The Carer's Assistance (Young Carer Grants) (Scotland) Regulations 2019 [draft] is subject to the affirmative procedure (Rule 10.6). It is for the Social Security Committee to recommend to Parliament whether the Order should be approved.
The Carer’s Assistance (Young Carer Grants) (Scotland) Regulations 2019 provide a new type of payment (£300) to young carers aged 16,17 and 18 who do not receive Carer’s Allowance. To qualify, the claimant must care for someone on a qualifying disability benefit and provide an average of 16 hours of care weekly over a 13-week period.
The Delegated Powers and Law Reform Committee considered this instrument at its meeting on 3 September 2019 and agreed that it did not need to draw it to the attention of the Parliament.
