1. This report details the Rural Economy and Connectivity Committee's consideration of an affirmative instrument, the draft Motor Sport on Public Roads (Scotland) Regulations 2019.

   The Committee agreed to recommend to the Parliament that it should approve this instrument.

2. On 28 February 2019, the Motor Sport on Public Roads (Scotland) Regulations 2019 draft instrument was laid before the Parliament and was subject to the affirmative resolution procedure.

3. The purpose of the draft Motor Sport on Public Roads (Scotland) Regulations 2019 is to set out the procedure for authorising races and trials of speed between motor vehicles on public roads in Scotland. The Regulations allow a roads authority (which for trunk roads is the Scottish Ministers and for other roads is the relevant local authority) to make orders known as motor sport orders, authorising the holding of a such events.

4. The Delegated Powers and Law Reform (DPLR) Committee considered the instrument at its meeting on 12 March 2019 and agreed not to draw the Parliament's attention to the instruments on any grounds within its remit.

5. At its 11th meeting of 2019, held on 27 March, the Rural Economy and Connectivity Committee took evidence on the instrument from Michael Matheson, Cabinet Secretary for Transport, Infrastructure and Connectivity, and his officials. The Committee asked questions relating to public safety for motor sports events, criteria for participants, the timing of the Regulations and funding issues. 6. The Cabinet Secretary subsequently moved the following motion in his name—

   S5M-16261—That the Rural Economy and Connectivity Committee recommends that the Motor Sport on Public Roads (Scotland) Regulations 2019 [draft] be approved.
