  1. This report sets out the Committee's consideration of the following affirmative instrument:

    The Committee agreed to recommend to the Parliament that it should approve this instrument.


The Fishing Vessels and Fish Farming (Miscellaneous Revocations) (Scotland) Scheme 2017 [draft]

The Committee reports to the Parliament as follows—

  1. The Fishing Vessels and Fish Farming (Miscellaneous Revocations) (Scotland) Scheme 2017 was laid before the Parliament on 6 October 2017. The instrument is subject to the affirmative resolution procedure.


Purpose of the instrument

  1. This instrument removes redundant subordinate legislation from the statute book. This includes 6 Schemes and 1 amending Scheme relating to the provision of financial assistance in respect of fishing vessels and fish farming. All of the listed Schemes are spent and are therefore no longer required.


Delegated Powers and Law Reform Committee consideration

  1. The Delegated Powers and Law Reform (DPLR) Committee considered this instrument at its meeting on 24 October and agreed not to draw the Parliament's attention to the instrument on any grounds within its remit. The DPLR Committee's report can be found here.


Rural Economy and Connectivity Committee consideration

  1. At its 34th meeting of 2017, held on 29 November, the Rural Economy and Connectivity Committee took evidence on this instrument from Fergus Ewing, the Cabinet Secretary for the Rural Economy and Connectivity, and his officials.

  1. The Minister subsequently moved the following motion in his name—

    S5M-08383— That the Rural Economy and Connectivity Committee recommends that the Fishing Vessels and Fish Farming (Miscellaneous Revocations) (Scotland) Scheme 2017 [draft] be approved.

  1. The Committee agreed the motion without division.


Recommendation

The Rural Economy and Connectivity Committee recommends to the Parliament that the Fishing Vessels and Fish Farming (Miscellaneous Revocations) (Scotland) Scheme 2017 [draft] be approved.
