Scottish Dog Control Database Order 2021

  1. The Committee reports to the Parliament as follows.

  1. The Scottish Dog Control Database Order 2021 was laid before the Parliament on 28 October 2021 and referred to the Local Government, Housing and Planning Committee.

  1. The Order is subject to affirmative procedure (Rule 10.6).

  1. At its meeting on 9 November 2021, the Delegated Powers and Law Reform Committee considered the instrument and determined that it did not need to draw the attention of the Parliament to the instrument on any grounds within its remit.

  1. It is for the Local Government, Housing and Planning Committee to recommend to the Parliament whether the Order should be approved.

  1. The Minister for Community Safety, Ash Regan MSP, has, by motion S6M-01888, proposed that the Committee recommends approval of the Order.

  1. At its meeting on the 23 November 2021, the Committee took evidence on the Scottish Dog Control Database Order 2021 from—

    • Ash Regan, Minister for Community Safety

    • Jim Wilson, Licensing Team Leader; and

    • Louise Miller, Solicitor, Scottish Government.

  1. Following the evidence session, the Minister moved motion S6M-01888

    That the Local Government, Housing and Planning Committee recommends the Scottish Dog Control Database Order 2021 be approved.

  1. The motion was agreed to.
