Proposed Bills can be Members' Bills, Committee Bills, Private Bills or Hybrid Bills.
Under the Parliament’s rules, an MSP who wishes to introduce a Member’s Bill must first lodge a proposal. A committee that wishes to introduce a Committee Bill must also first lodge a proposal.
A proposal is “current” until either:
- the MSP or committee obtains the right to introduce a Bill, or
- the proposal falls or is withdrawn
at which point the proposal is “completed”.
For a Private Bill or a Hybrid Bill to be introduced, notice must be given in a newspaper. There are currently no proposed Private or Hybrid Bills.
