We need the levy system to reflect the transition away from carbon-based heating systems to low-carbon or zero-carbon systems, because the way in which the levy system is currently calibrated potentially drives up costs.
For example, while the Building Safety Levy is focused on supporting cladding remediation efforts, there is potential that it could be extended to cover RAAC, and other building safety works in the future.
