As members are well aware, bills are pretty variable things—some are much longer than others and some raise many more difficult issues or are much more politically controversial than others.

Although I accept the minister's point, I see no reason why it should not be reinforced by changing the word "may" to "shall". Many witnesses who gave evidence raised concerns about whether the practitioner will act.
I cannot think of a better way of endorsing the validity of the raptor working group's report than by thoroughly investigating the concerns of many of the people and bodies that contributed to it—we should be in a properly informed position to welcome or criticise its findings.
We must also bear in mind that the Public Petitions Committee is a vehicle of which many people are not yet aware. When it becomes a better-publicised, well-oiled machine, even more people will make use of it.
I understand the theory and rationale behind what you are saying, but STAG 2 is not convincing on the impact of the tram, given that it does not forecast how many people it will move from one part of Edinburgh to another.
