I did not make the point correctly.As I understand the discussions that have taken place, the argument for having a transcription service is that it would enable the inquiry reporters to report more quickly. Part of the purpose of this Executive exercise is to speed up the treatment of the railway bills.

It can also be argued that the project would provide benefits for the transport infrastructure of the whole of central Scotland and possibly up towards Aberdeen and would ensure a connection between Prestwick and Glasgow airports and other parts of Scotland. I say "Great Britain" because, generally speaking, the tribunals with which we are concerned do not operate in Northern Ireland. The GB tribunals will be part of a tribunals service that will have an extensive judicial and administrative system that Scotland-only tribunals will not enjoy.
