Although I accept the minister's point, I see no reason why it should not be reinforced by changing the word "may" to "shall". Many witnesses who gave evidence raised concerns about whether the practitioner will act.

I understand the theory and rationale behind what you are saying, but STAG 2 is not convincing on the impact of the tram, given that it does not forecast how many people it will move from one part of Edinburgh to another.
I understand from Donald Gorrie's comments that the intention is to cover retail and transport services. Many retail services are clearly provided for the entire population, including children and young people.
In UK Parliament legislation, one hardly ever sees a reference to a specific secretary of state—it is one office with many holders—but the secretary of state who exercises the powers does so in his or her own capacity.
