Overall, the results for both the benchmark criteria and the public interest criteria were significantly better in 2016 compared with 2014. Each one of the 101 criteria (from both the benchmark and the public interest categories) had a greater number of plans performing well (i.e. rated green) in 2016 compared with the 2014 results.

I give the caveat that I cannot make that judgment, because it needs to be made by statisticians independently, but my expectation is that the information will probably be comparable in the next academic year. The 2017-18 report cautions against comparing the data across years, not across year, so you expect the data to be comparable in 2018-19 or 2019-20.
