Members will remember that we passed the National Health Service Reform (Scotland) Act 2004 before the summer recess. That act set up the Scottish Health Council, whose central role will be to examine how boards deal with public involvement, and it will be up to that body to tell me if a board has not consulted properly.

We were aware that the chamber was rising this afternoon for the Christmas and new year recess. The announcement of the decision to suspend ILAs and of some of the technicalities around the suspension of ILAs in Scotland was due to take place tomorrow in conjunction with another announcement elsewhere in the UK.

I intend to review all aspects of what just happened and I shall report back to the Parliament after the recess. As I was saying, the SNP is on record, over the past few weeks, as having supported the Executive's measures to eradicate foot-and-mouth disease, and we continue that support.
