I am thinking particularly of a couple of my constituents who have been going through hell on the receiving end of antisocial behaviour that the police have said they can do nothing about.
Legislation grants authorised officers in local authorities various powers to deal with noise nuisance. Under the antisocial behaviour legislation, an officer may issue a warning notice to the person who is responsible for excessive noise.
We can inform tenants and those who advise them that such behaviour is unacceptable and ensure that those who have the authority, whether the Crown Office and Procurator Fiscal Service or the police, will act.
Do you agree that that target culture is driving behaviours in the NHS that might end up being negative behaviours and might impact on front-line staff?
Amendment 1022 would amend the definition of “abuse” being added to the Housing (Scotland) Act 1987 specifically to include controlling, coercive and degrading behaviour, including sexual violence. We believe that the definition in the bill is sufficiently broad to capture all those behaviours.
We need to address attitudes, beliefs and—which is important—behaviour. We might have the knowledge, but using that knowledge to change behaviour is quite a different thing.
The challenge for my organisation is how we lock in some of the good behavioural patterns that we have established, and that is a society-wide challenge.
