The sub-group reported on 3rd July and made a number of recommendations, with the following being most relevant to younger workers:
Dedicated Developing Young Workforce regional school coordinators providing a long-term link between young people/teachers with local employers

The amendment would not affect any of the bill's charging provisions. Whether and when authorities levy charges would be unaffected—the amendment seeks to prevent the extra costs that might be incurred in providing information in an alternative format or means from being passed on to the disabled applicant.The principles of fairness and equity are at stake....
That means that a new charge cannot be levied for entry to land. As a consequence of that, where an event is held on land over which access rights may be exercised, there is no means of enforcing a charge for entry to that event.
The circumstances and suppliers required to apply new charges;
The minimum fee to be levied on single-use items;
Net proceeds and how they will be generated and applied;

I would also point out that the same concern could be levied at the current approach. By Bill at least attempts to address this by being in place and flexible over a longer period of time.
