I said—as did my predecessors—that I would launch the new scheme only once I was fully satisfied that all the steps had been completed. We had a launch date in mind which, fortunately perhaps, we did not get round to publishing because, late in the day, the new gateway process of testing the scheme indicated some difficulties.
