Sure, but the idea that if someone breaks their leg in Spain and goes into hospital they will get reciprocal healthcare is well understood, whereas that is not the case with the idea that someone can, using an EHIC, go into a hospital in Spain without any pre-authorisation and ask for kidney dialysis, which is what Emma Harper asked about.
