As the minister said, devolution gives us the opportunity to examine various ways of working with local government.I welcome the fact that councils will be able to plan ahead for three years, but I wonder whether in a city such as Glasgow, which under Labour has had very high council tax for many years, it will be possible easily to project the amount of council tax to be levied in the third year. Glasgow has a tremendously low population.
