The powers of this Parliament mean that we are not allowed to levy a tuition tax. If Mr Monteith feels that it is a tuition tax, why does he not challenge it?

Last week, in evidence to our inquiry, we heard the suggestion that the taxation levies on the industry represent something like 36 to 50 per cent of the external costs, that the industry is not paying its full share of the cost of the network compared with other modes of freight transport and that that creates an inbuilt bias.
