Many are mothers facing hard choices to support their families. o There is an increase in women who are refugees, becoming involved in sex work, as a means of survival. o Poverty is a gendered issue, and we are moving from talking about poverty to destitution. o Men’s finances are constrained, so they reduce the amount they are willing to pay sex workers. o Sex workers are in a situation where they are being asked to do more for less, and with clients they would refuse in other circumstances. o There is a recorded increase in violence. o Once involved in sex work, the opportunities to leave are few. o Sex work has been normalised as a means of survival. o There is an increase in options to sell images online. o Women can become involved before they are aware of how the business works. d.

EU law tracker report 4 October 2023

Members noted the four case studies set out in the report which relate to the Committee’s remit and agreed to ask the Scottish Government for further information on the following points— • In relation to the legislative changes to EU animal health law which has resulted in partial alignment— o why it has made some updates to this retained/assimilated EU law since the end of the transition period but has not made all the changes to Scots law to achieve full alignment; o which changes remain to achieve full alignment; and o what will be the impact of any divergence between Scots law and EU law in this policy area. • In relation to legislative changes to the EU official controls regulation (OCR) which has resulted in divergence (with the policy impact expected to be minimal at present)— o the reasons why the retained EU law has not been updated to reflect changes that continue to be made to the EU law version of the OCR; o for further information about how the UK’s new Border Target Operating Model (BTOM; the UK’s new approach to security, sanitary and phytosanitary checks at the border) will likely impact the retained versions of OCR legislation in Scotland when it is introduced; and o what will be the impact of divergence between Scots law and EU law in this area. • In relation to the plant pests regulation which has resulted in divergence— o why the retained version of the Plant Health Regulation (PHR) in Scotland is not being updated to reflect technical changes being made to the EU version of the PHR; and o what will be the impact of divergence between Scots law and EU law in this policy area. • In relation to the fertilising products regulation which has resulted in potential divergence— o why the changes that have been made at EU level since the end of UK transition period have not been reflected in the Scots Law retained version of the earlier fertilisers regulation; and o what will be the impact of any potential divergence between Scots law and EU law in this policy area.

Scenario 1: Student under 22 from a low-income background These students benefit from the Young Persons’ Free Bus Travel Scheme. • Placement in a remote area: o £1,500 (PLSG for two placements) o £4,000 (additional remote area travel support) o £8,000 (bursary across four years) o Total non-repayable support: £13,500 o Loans available: up to £37,600 • Placement in an urban area: o £1,500 (PLSG) o £8,000 (bursary) o Total support: £9,500 o Loans available: up to £37,600 Scenario 2: Student over 22 from a low-income background These students are not eligible for free bus travel. • Urban placement: o £1,500 (PLSG) o £8,000 (bursary) o Total support: £9,500 o Must cover commuting costs: ▪ Strathclyde Partnership for Transport Zone Card: ~£1,911/year ▪ Edinburgh: ~£570/year ▪ Aberdeen: ~£70/month These transport costs substantially erode the limited support available.
