We are aware that the promoter may seek to amend the bill to impose a fee on those who require the tram electrical system to be switched off during non-operational times for such purposes as access and maintenance. That means that a new charge cannot be levied for entry to land. As a consequence of that, where an event is held on land over which access rights may be exercised, there is no means of enforcing a charge for entry to that event.
