This year, it faces the additional challenges of the economic recession, not to mention the continuing road works due to the tram project. The minister mentioned the expo fund, but what impact does he envisage that the homecoming campaign will have on promoting all Edinburgh's festivals and ensuring that the fringe maintains its position as the largest arts ...

We see a close link between economic activity and emissions, and we have never denied that. On emissions since the recession kicked in in 2008-09, we were well aware that economic issues might have underlain the drop in emissions in transport and the wider business sector.

Economy, Energy and Tourism Committee 24 April 2013

The UK Energy Bill represents an appropriate and proportionate legislative vehicle to enable the provisions to apply across the UK, while acknowledging the Scottish ministers’ powers in the area.I know that there is great interest in the bill and I have scheduled a debate in Parliament on the matter for Thursday 16 May, to bring the wider EMR proposals back to the Parliament before the summer recess. The debate will afford the whole Scottish Parliament the opportunity to consider fully the impact of the proposals, and I hope that the Parliament will come to a consensus on the value of the provisions and the Scottish Parliament’s role in that regard. As the Minister for Energy, Enterprise and Tourism, I invite the committee to agree that the relevant provisions of the UK Energy Bill relating to an emissions performance standard, so far as those matters fall within the legislative competence of the Scottish Parliament, should be considered by the UK Parliament.

Finance Committee 13 March 2013

The increase of £21 million on the figure that was provided in December 2012 as part of the response to the Finance Committee’s report on the draft budget reflects the outcome of the internal monitoring exercise in January 2013.I propose to write to the Finance Committee once we have provisional outturn figures in June with a table that sets out the actual transfers by portfolio and programme in a similar format to the table that we provided in the response to the committee’s report on the draft budget. As we approach the financial year end, we will continue, in line with our normal practice, to monitor forecast outturn against budget, and wherever possible we will seek to utilise emerging underspends to ensure that we maximise use of the resources that are available to us in 2012-13 and to manage proactively the flexibility under the budget exchange mechanism that has been agreed between the Treasury and the devolved Administrations.I confirm, in line with previous years, that I intend to make a statement to Parliament prior to the summer recess...

Meeting of the Parliament 19 February 2013

We need a mature debate but, unfortunately, until we get the referendum on separation out of the way, it is unlikely that we will get it.16:50 The debate has been very feisty, and I hope that the fun is not over yet.Like many members, I am just out of the recess, and I have had the opportunity to do some more leisurely reading.
