During the past year, we have discussed with business and COSLA the concept of business improvement districts, in which local authorities would agree with the business sector to invest in certain improvements in services, which would be funded by an additional levy on business. On behalf of the committee, I would welcome confirmation by the minister that premium fares will not be levied on EARL services. At the preliminary stage, the committee expressed concern that the Minister for Transport and Transport Scotland could not provide the detail of the sources of funding for the EARL scheme.
