While it's important to learn from these systems, it's crucial to recognise that their models may not be directly comparable or suitable for Scotland's commissioner model.

Alternative indexation methodologies

Productivity levels in Scotland in 2023 (measured at output per hour) are estimated to have fallen by 1.1% compared to 2022. Since the financial crisis in 2008, productivity in Scotland has increased by an average of 1% a year, compared to an average annual growth of 0.4% for the UK, and 0.8% per year for the EU.6Scottish Government .
