One of the points that was raised by the panel last week was that the operation of the licensing scheme could, in effect, allow a de facto ban. I reassure the committee that the protections in the 1982 act, which is fairly comprehensive on how applications will be dealt with, and how licences are granted, simply would not allow that to happen.
