Because of the importance of putting clear and strong leadership in place early on, the report suggests that chairs and chief executives should ideally—and I suppose that that word is worth emphasising, because we recognise that such matters can be difficult—be appointed six months before the start date of new organisations.We looked at the planning of mergers and found that, in all cases, the Scottish Government worked with merger teams and ensured that most mergers happened on the date that was originally set.
