Regions with Legislative Power (Scottish Presidency) The third agenda item, and the minister's final contribution to the meeting, concerns the Scottish Executive's presidency of the group of regions with legislative power, which is known as Regleg, and related activities to date. As the minister will know, the committee originally invited the First Minister to appear before us to hear from the horse's mouth the achievements to date, but we are delighted to have the minister with responsibility for external relations with us and we thank him for his recent response, which members will no doubt want to refer to.
