The land and buildings transaction tax was levied for the first time last year. The bill to introduce a supplement that is before us today is in reaction to the decision by the Chancellor of the Exchequer to implement a 3 per cent stamp duty tax supplement, which he announced in his autumn statement.
If we think of housing, is there a case for reducing the amount of whatever property taxes are being levied for those properties that have a positive thermal impact?
My position is pretty clear—I think that the budget must be predicated on a reliable and robust estimate of what is likely to be generated from the taxes that we levy, and that that must be scrutinised and challenged to the maximum degree.

I have not establish the precise and detailed mechanism for the collection of air passenger duty and the aggregates levy, but I envisage that Revenue Scotland would collect them.
