I am not so sure that that needs to be in the bill; I am not sure that we can put everything in the bill. 10:15 What has the BSL and linguistic access working group achieved to date? The group has achieved a great deal since 2000, when the then Scottish Executive established it, and I pay tribute to the work that it has done.

My understanding, from the information that is currently available, is that, in all likelihood, there will be a great deal of discretion at local authority level.Under the system to date, local authorities have committed to assisting approved kinship carers, but there is huge discretion at a local level in how that assistance is delivered.
