I am somewhat surprised, given that Mr McArthur tends to be very focused on and interested in the role of Parliament in scrutiny, that, although his proposals are connected with the code of good governance as is practised, he wants to insert reference to the code in legislation, which would mean that Parliament would not have a role in scrutinising it at a future date. The provisions on advertisement and applications in section A4, as inserted in the bill at stage 2, seek to ensure a clear and level playing field for all applicants.

It is very important that there is an on-going commitment to train our prosecutors on any developments or changes in the dynamic of human trafficking so that they have the most up-to-date information available. I want to see a move away from prosecuting victims and a move towards prosecuting people who are trafficking—people who are offenders.

We have concern about some of the courts that are shutting down, but that concern is not so much about the fact that they are shutting down as it is about whether the courts that the business is going to can absorb the work without that pushing back dates and it taking longer for people to get to hearings and to justice.
