I fear that it has not been thought out, planned for or resourced.I quickly pulled off the internet the GP to population ratios in Africa. We are not exactly comparing like with like because these figures are not about out-of-hours services, but in Tanzania, the figure is 1:26,000 and in Uganda it is 1:6,000.
