As I said in my supplementary evidence, you could create a completely different way of administering the whole system around the register, but the prerequisite is to have a good up-to-date map-based register, which we have never had.
I suppose we could have required all authorities to resolve equal pay and single status claims by a certain date, but we did not. I cannot tell local authorities that they have a duty to do that by a certain date if they have not agreed to that.
A strong suggestion has been made that we should, at an early date, take up the matter with the various agencies that are involved and, in particular, with the Scottish Government.
