You do not need to look for experimental evidence about what works or what the barriers are; you could get a lot from asking the mainstream organisations how they go about targeting and comparing the performance of those that have been rather good at targeting their mainstream resources at deprived areas with those that have not been so good.

That would be a fairer way of dealing with the situation than ranking different bills, which would inevitably involve subjective decisions on the merits of the bills that were being compared. If the threshold is too low, I would reluctantly agree with Karen Gillon that the proper way to manage the work flow is to raise the threshold.
