The Financial Memorandum (FM) acknowledges from the outset that only a few local authorities are likely to introduce a visitor levy scheme because the tax base (visitors staying in commercial accommodation) in many local authority areas is "relatively small", therefore revenues in these areas would be low relative to the costs involved in introducing a visitor levy.

Agenda Item 5 – Visitor Tourism Levy/ Cruise Ship Levy Consultation Visitor Tourism Levy SMCM reported that the act is now in place and Edinburgh has been the first to introduce the levy and is up to other local authorities whether they want to do it in their areas.
