On the other hand, people who are exempt from charges because they are diabetes patients are exempt from paying for any other prescriptions—if they break their leg, or whatever. That is unfair. Patients who are aged 16 to 19 who are in full-time education are exempt, but full-time higher education students and trainees are not.
