As only 20 per cent of council revenue comes from council tax, any small miscalculation in the rate of inflation or mismatch in revenue funding causes a fivefold increase in the rate of council tax.In response to Sylvia Jackson, I point out that the benefit of an income-tax-based solution is that its revenue is automatically linked to rising incomes, so its rate hardly every needs to be adjusted as the economy moves along.Mr Arbuckle said that the settlement was "challenging". That information could be disseminated and we could produce for elected members guidance or amendments to codes of conduct in order to ensure that things are done in a way that avoids members getting themselves into such situations.

I assure Patrick Harvie that the Executive takes the matter very seriously.As part of producing the child witness consultation document in 2002, we have already consulted on a draft code of practice on the provision of therapy to child witnesses in criminal trials and children's hearings court proceedings.
