In Scotland 26% of social renters are only in poverty after their housing costs are factored in but for private renters the figure is 29%. 2 As JRF have pointed out in the past a key reason that poverty rates in 3 Scotland have tended to be lower than elsewhere in the UK is due to 4 comparatively low housing costs . This is explained at least in part by the higher proportion of people in poverty living in the social sector compared to the rest of the UK.
