The Scottish Government was given time-limited emergency powers to respond to COVID-19 in the Coronavirus Act 2020, the Coronavirus (Scotland) Act 2020, and the Coronavirus (Scotland) (No.2) Act 2020.
The Bill restates and would make permanent some, but not all, powers in those parts of the 2020 Act. Chapter 1 of part 2 of the Bill provides for Ministers to make regulations similar to some of the powers to give directions provided for in schedules 16 and 17 of the Coronavirus Act 2020.

This SSI will be affected by the market access principles in the UK Internal Market Act 2020 (UKIMA), which came into force on 31 December 2020.
The survey website indicates that the results were to be analysed and published in early 2020, but that publication has been postponed due to the demands of policing during the coronavirus pandemic.
