Although the finance secretary said again today that the commitment to capitalise the investment bank remains undiminished, she failed to say exactly where that funding will come from. If it is to come from the existing capital budget, there has been no commitment from the cabinet secretary that it will not simply be taken from the already stretched capital funding budget for economic development.
