Revenue grant provided to local authorities is largely unhypothecated and is available for councils to spend on the whole range of council services. No funding is set aside specifically for local authority run animal centres.

The number of police officers in Scotland reached an all time high in March 2001. The funding made available to the police service, which is more than a third higher in real terms than ten years ago, is intended to sustain this level.
His response is as follows:Additional funding for expanding work performed within the Scottish Prison Service drug strategy has not been allocated to individual establishments, it will be managed centrally.
Using statistics published by the Higher Education Statistics Agency for 1999-2000, the latest year available, the proportion of students in publicly funded higher education institutions in the UK educated in Scotland is 9.1%.
